RECRUITMENT FOR DIFFERENT POSTS OF GRADE-III & GRADE-IV RESERVED FOR PERSONS WITH DISABILITIES (PWD) OF DIFFERENT DEPARTMENTS UNDER THE GOVT. OF ASSAM
Online applications are invited from the Persons with Disabilities (PwD) for filling up the backlog vacancies of different posts of Grade-III & Grade-IV reserved for Persons with Disabilities (PwD) of different departments under the Govt. of Assam through the Assam Police website (www.assampolice.gov.in).Online applications will be received with effect from 03-01-2019. The last date for receipt of applications will be 31-01-2019.
A Facilitation Centre will be opened at the office of Superintendent of Police of each district w.e.f. 03-01-2019 to facilitate the online filling of applications.
If any person finds difficulty on submission of online application, they may approach the Facilitation Centre. Those who are not able to submit online application may approach Facilitation Centre with their off line application Forms for on the spot digitalization.
Applications submitted or received after the last date will not be entertained. The candidates must be citizen of India and ordinarily resident of Assam.
1. The short form of the Disability Category to which vacancy pertains are as:
a) Blind or Low Vision – BLV;
b) Hearing Impaired- HI &
c) Locomotor disability including cerebral palsy- LDCP
2. AGE for Assam Police Recruitment 2019 : Grade III & Grade IV
Candidate should not be more than 54 years and less than 18 years of age as on 1st January 2018 (irrespective of caste i.e. General, OBC/MOBC, SC, ST-P & ST-H). (Candidate must be born on or before 01-01-2000 and on or after 01-01-1964).
However, for the posts of Jr. Assistant in Forests Department, the minimum age is 21. (Candidate must be born on or before 01-01-1997 and on or after 01-01-1964).

Candidates will be required to upload scanned copies of the following documents:
a) Passport Size Photograph :-
Please pay attention to upload good quality photograph. Poor quality of photograph submitted will lead to rejection of application. The Admit card will be printed with the uploaded photograph.
i) The photograph must be in colour and must be taken in a professional studio. Photograph taken using a mobile phone and other self composed portraits are not acceptable.
ii) Photograph must be taken in a white background.
iii) The photograph must have been taken after 1st July, 2018.
iv) Face should occupy about 50% of the area in the photograph, and with a full face view looking into the camera directly.
v) The main features of the face must not be covered by hair of the head, any cloth or any shadow. Forehead, both eyes, nose, cheeks, lips and chin should be clearly visible.
vi) If someone normally wear spectacles, glare on glasses is not acceptable in his /her photo. Glare can be avoided with a slight downward tilt of the glasses for the photo shoot.
vii) Candidate must not wear spectacles with dark or tinted glasses, only clear glasses are permitted.
viii) Ask the photo studio to provide the image in a JPEG format and also on a standard 4.5cm x 3.5cm (45mm x 35mm) print.
ix) Maximum pixel resolution for JPEG: 640 x 480 (0.3 Mega Pixel) (Ask the studio to reduce it to this resolution if it is higher).
x) Minimum pixel resolution for JPEG: 320 x 240.
xi) The maximum file size is 450 kb (kilo bytes).
xii) For candidate own benefit it may be prudent not to intentionally change his /her facial features or hair style as in the photograph until the day of the exam.
b) Signature OR Thumb Impression:-
i) Please put signature OR thumb impression with a black or dark blue ink on a white paper.
ii) Get the signature OR thumb impression digitally photographed / image scanned by a professional photo studio, and get the image cropped by the studio itself.
iii) Only JPEG image formats will be accepted.
iv) The maximum pixel resolution for the image is 800 x 300.
v) The minimum pixel resolution for the image is 400 x 150.
vi) Dimension of signature OR thumb impression image should be 3.5cm (width) x 2.5cm (height).
vii) The maximum file size is 100 kb.
viii) Mobile phone photograph of signature OR thumb impression is not acceptable, and can result in disqualification of the application.
N.B. :- The thumb impression is applicable for the candidate who cannot put his /her signature due to physical disabilities.
c) Documents :-
i) Admit Card of HSLC for proof of age (for the posts where minimum educational qualification is HSLC and above).
ii) Candidates who have not appeared in HSLC/Matriculation, the birth certificate issued by the competent authority will be accepted. No other document relating to age such as horoscope, affidavit and the like will be accepted.
iii) HSSLC Certificate (where minimum educational qualification is HS).
iv) Certificate of Graduation (where minimum educational qualification is Graduation).
v) The candidates applying for the post of Junior Asstt. in the Directorate of any Department, must possess computer skill for handling data & text on computer.
vi) Certificate of Class (V, VI, VII & VIII as the case may be) for the posts where minimum educational qualification is below HSLC and candidates for posts is under HSLC).
vii) Certificate of Disabilities issued by the Joint Director of Health Servicers of respective district as notified by the Health & Family Welfare (A) Department, Govt. of Assam vide Notification No. HLA 997/2016/278 dated 14-08-2017.
viii) Certificate / Marksheet of Minimum Educational Qualification for the Post (HSLC, HS, Graduation etc. as the case may be).
4. THE CANDIDATES SHOULD FOLLOW THE FOLLOWING INSTRUCTIONS WHILE
APPLYING:
i) It is mandatory for the candidates to mention a valid email address and individual mobile phone number in the application form as the same will be required to inform the applicant regarding the status of their application and convey other related information. However, the candidates with blindness or those who do not possess a cell phone /email address, they may give mobile number/email address of the person of their own choice.
ii) The email address and mobile phone number should be specific to each candidate. The candidates will then click on the ‘Complete’ button to indicate that they agree to all the entries made in the form. The candidates can then download the registration / application slip with Id No. Incomplete / defective / invalid application will be summarily rejected.
5. DOCUMENTS VERIFICATION & BIOMETRICS RECORDING:
Candidates will be called at a suitable place for verification of all essential original documents to check his / her eligibilities to appear in the recruitment process. The candidates whose all essential documents are found valid at the time of documents verification, the Biometrics of such candidates shall be taken to avoid any impersonation. If any candidate fails to produce any original essential certificate he/she will not be allowed to appear in the recruitment process.
6. SELECTION PROCEDURE :-
For Grade III Posts
Candidates for Grade III posts, whose applications are found correct in all respect will be called for Written Test which will be conducted either centrally at suitable place in Guwahati or any other convenient places depending on the number of candidates. The Chairman, SLPRB, Assam reserves the right to change the venue of the written test and no representation etc. will be entertained in this regard. Before entering the examination center, biometrics of each candidate will be matched with the
already recorded biometrics at the time of documents verification.
The written test will be of 100 marks and will be completely OMR based.
There will be 50 questions and each question will be of 2 (two) marks. Candidates will use black or dark blue ball pen to answer the OMR based answer sheet. Duration of the test will be of 2 (two) hours. The questions will be set in three parts as under:
1. Logical reasoning, aptitude, comprehension - 20 Marks
2. Matters relating to History and Culture of Assam and India - 15 Marks
3. General Knowledge - 15 Marks
For Grade IV Posts
The selection procedure to be followed is as per existing Service Rule of the Department concerned.
7. SELECT LISTS:
The merit lists will be prepared department wise & disability categorywise. There will be no waiting list.
N.B: In case of a tie in marks, the candidate older in age will be placed higher in the merit list.
8. GENERAL INSTRUCTIONS:
i. Candidates have to appear in all the stages of recruitment. If a candidate is absent from any stage his/her candidature will be cancelled.
ii. Preference will be given to candidates fluent in local languages of Assam.
iii. Candidature will be summarily rejected at any stage of the recruitment process for not conforming to the official format/having incomplete information/wrong information/ incomplete requisite certificate / misrepresentation of facts/ impersonation.
iv. There will be strict invigilation/ vigilance system in the examination centre so that the candidates using Scribe/ Reader / Lab Assistant do not indulge in malpractices like copying and cheating during the examination.
v. Any candidate found using unfair means/ cheating during the examination shall be rusticated immediately and also legal action will be taken as per provision of the law or as may be deemed suitable and proper.
vi. No T.A./D.A. will be admissible to candidates for the journey and stay during any stage of the recruitment.
vii. Candidates will be requested to submit 3 preferences of departments and will be allotted on merit. Remaining candidates will be allotted department alphabetically on merit.
viii. The select lists confer no right to appointment unless the department concerned is satisfied about suitability of the candidate after a thorough medical examination and such enquiry and verification as may be considered necessary before appointment to the service/posts.
ix. A selected candidate shall be liable to be posted anywhere within the State of Assam or outside Assam, or to any other department of the Government, a body corporate, in the affairs of which the Govt. may be substantially interested, if so required in the interest of public service and in such case, the person so selected shall not have any option against such posting of or transfer.
x. Appointed persons shall be entitled to pension benefits as per the pension scheme existing at the time of appointment.
xi. Fake documents/ false information/ misrepresentation of facts shall lead to rejection when detected at any stage before or after selection/appointment and shall make the candidate liable to criminal proceeding.
xii. The rules & regulations, terms & conditions of training and afterwards will be applicable as prevalent in the respective department.
xiii. The vacancies shown in the advertisement are subject to changes at the time of final selection/appointment.
xiv. The provision of Para III, IV, VII & XII of the Guidelines for conducting written examination for Persons with Disabilities issued vide Ministry of Social Justice and Empowerment, Govt. of India F. No. 16-110/2003-DD.III dated 26-02-2013 will be followed.
